Travel to Sparkling Skylands

Wastepaper is primarily found in the 4th region — Sparkling Skylands (unlocked after completing Withered Wasteland, Bleak Beach, and Rocky Ridges main quests at Ultra rank). While small amounts can be found scattered in other regions, the Skylands has the highest concentration.

Note: Paper is a mid-to-late game material. If you are still in early regions, focus on Bricks and Lumber first.

Collect Wastepaper from Scrap Piles

Look for debris piles and scrap heaps throughout the floating islands. Use your Absorb abilityto gather Wastepaper (also labeled as Nonburnable Garbage in some contexts).
